HOLD A LEARNER LICENSE FOR AT LEAST 6 MONTHS

COMPLETE YOUR DRIVER EDUCATION COURSE
You must finish both the classroom and behind-the-wheel portions of driver education. You can complete it at your public school, driver training school or take a parent-taught driver education course (PTDE). Check here all driver education options.
FINISH IMPACT TEXAS TEEN DRIVERS (ITTD) COURSE
It is a free, 2 hour informational video that shares the dangers of distracted driving. You must watch it after having completed a driver education course. Your certificate of ITTD course completion will be valid for 90 days. If you don't pass your driving skills exam within these 90 days, you'll have to take the ITTD course again.
SCHEDULE YOUR DRIVING TEST
You can schedule the test online at all driver license offices. To locate a nearby office, use this map. Alternatively, you can schedule a driving test appointment with an authorized Commercial Driver Education school ( also known as a third party skills testing (TPST) school). Additional fees apply.
A valid ITTD (Impact Texas Teen Drivers) completion certificate
a Verification of Enrollment (VOE) form obtained from your school, or high school diploma, or GED
Proof of current liability insurance (in paper format) for the vehicle to be used for the road test
BRING A PARENT OR GUARDIAN
PAY THE FEE OF $ 17.00
If you have already paid, bring the receipt. Remember that payment is good for only 90 days.
TAKE YOUR DRIVING TEST
If you don't pass the exam on your first attempt, your application will be held for 90 days. After 90 days or three failed exams, a new application and fee will be required.
If you take and pass the driving exam through an approved TPST school, you must present the sealed envelope prepared by the school for the exam to be waived at the driver license office.
GET YOUR TEMPORARY LICENSE
You may use your temporary license for 45 days or until you receive your permanent license in the mail. If you do not receive your license in 45 days, contact the customer service center.

The Guide for First Time DL/ID Applicants (DL-100E) is designed as a visual aid to guide you through the Driver License (DL) and Identification (ID) card application process.
The Department issues driver licenses valid for up to six years to Texas residents 18 years of age and older. The Texas Driver’s Handbook is available online to help you qualify for a Texas driver license. You will need to provide proof of the following to apply for a driver license:
U.S. Citizenship or, if you are not a U.S. Citizen, evidence of lawful presence
Identity, and
Evidence of Texas Vehicle Registration* for each vehicle you own. Registration must be current. Visit Texas DMV vehicle registration for more information. (New Residents who are surrendering an out-of-state driver license only)
Proof of Insurance* for each vehicle you own
*If you do not own a vehicle, you will sign a statement affirming this.

Additionally, you will need to provide evidence of completion of:
Impact Texas Driver (ITD) if you will be taking a driving test for the issuance of your driver license.
A six-hour adult Driver Education course, if you are between 18 and 25 years of age. (Does not apply to new residents who are 18 years of age or older and surrendering an out-of-state driver license)
Once you have gathered the necessary documents and completed the required courses, you will need to do the following:
Complete the driver license application before arriving at your local office. (This form is also available at all driver license offices.)
Visit your local driver license office. You may be able to get in-line before arriving. Locate the office nearest you.
Provide the following documentation to the customer service representative:
Application for the issuance of a driver license.
U.S. Citizenship or, if you are not a U.S. Citizen, evidence of lawful presence
Texas Residency
Identity, and
Social Security Number
Pay the application fee.
Provide your thumbprints.
Have your picture taken.
Pass Vision Exam.

Once your driver license has been issued, you will receive a temporary receipt. Before leaving the driver license office, review the printed information on your temporary receipt for accuracy. If any of the information is incorrect, notify the customer service representative. Your new card will arrive in the mail in approximately 2 – 3 weeks.
